ETHIOPIA: Horn anti-terror axis formed
ADDIS ABABA, 29 Dec 2003 (IRIN) - The leaders of Ethiopia, Sudan and Yemen formed an anti-terror axis on Monday in the fight against extremists operating in the Horn of Africa.

Minister Says Nile Basin Initiative Building Confidence Among Riparian Countries
Addis Ababa, December 14,2003 (EH)- Water Resources Minister Shiferaw Jarso says that the Nile Basin Initiative has built the confidence of the riparian countries in using water resource in an equitable manner to extricate member countries' population from abject poverty and achieve the Millennium Development Goals (MDGs).
In an exclusive interview with the Ethiopian Herald, Friday, the Minister said the Eastern Nile countries-Ethiopia the Sudan and Egypt have taken another step from an agreement to practical project studies.
"We, the Eastern Nile countries are engaged in studying hydroelectric power, power trade and watershed management projects," Shiferaw said.

Egypt talks tough over Nile Treaty

Egypt has reacted strongly to Kenya’s intended withdrawal from the Nile Basin Treaty, describing it as "an act of war" against his country.
Egypt’s Minister for Water Resources and Natural Resources, Mahmoud Abu-Zeid, speaking to the East African Standard on the sidelines of a water conference in Ethiopia, accused Kenya of breaching international law by opting out of the treaty.
The Egyptian minister threatened that Kenya could "not lay claim to sovereignty to protect itself from any action that Egypt may want to take".

BBC (12/12/2003): The Egyptian Government has expressed its disappointment after Kenya announced its intention to withdraw from the 1929 Nile Basin Treaty.
The treaty restricts Kenya from using waters from Lake Victoria in the west, which is a source for the River Nile.
The Kenyan Government says the treaty benefits Egypt and Britain and it will no longer honour it.

The Nile Basin Treaty, which bars East African countries from exploiting the waters of Lake Victoria for economic gain, should be reviewed, according to a senior Kenyan cabinet minister.
Mr Raila Odinga told the Kenyan parliament that this aspect of the treaty was particularly regrettable because Kenya was short of water - whereas Egypt, which he said was favoured by the Nile Treaty - was able to export water.

In part one of this Article, we concluded by saying that despite the discourse on rule of law and on popular sovereignty, there was no political possibility in Ethiopia to review the constitutionality of the acts of parliament and of the executive. The EPRDF constitution for example provides that the parliament cannot make treaties which don’t promote Ethiopia’s national interest. That the Algiers conspiracy is against Ethiopia’s national interest is also screamingly obvious. However, before we can say that the Algiers conspiracy is unconstitutional, we need to be sure the EPRDF dominated rubber-stamp parliament has ratified the conspiracy according to article 55 paragraph 12 of the constitution, which reads “ it (the House of Representatives) shall ratify international agreements concluded by the executive”.
